The "L" and "P" stand for "Latwijas Paschwalde" which translates to "Latvian Autonomy". The surcharge is for 6 ruble over 1 ruble. The stamps were issued during the occupation of Kurland by the West Russian Army under Colonel Bermondt-Avalov
